Content Standards are what students are to learn in different subject areas.
Performance Standards describe the kind of work students have to do to meet the content standards and the level of learning achievement that is expected.
Standards are specific (teachers know what pupils are supposed to do), observable, measurable and manageable (can reasonably be taught in a typical classroom setting).
