In California, with more English Language Learners than any other state, a primary focus of Standards-Based reform is on Literacy in under-performing schools.
Standards-Based Reform involves a substantial commitment to infusion of funding, and is assessment driven. Assessments include STAR Testing, Results, MAP, API scores, and a High School Exit Exam.
